آسیب‌پذیری معیشت کشاورزان بر اثر پدیده خشکسالی: مورد مطالعه شهرستان هیرمند

چکیده

شهرستان هیرمند از مناطقی است که در سال‌های اخیر و طی خشکسالی­ های پی در پی خسارت­ های بی‌شماری را متحمل شده است. هدف کلی پژوهش حاضر، تبیین آسیبپذیری ناشی از خشکسالی در بین کشاورزان شهرستان هیرمند، قطب تولید گندم استان سیستان و بلوچستان می‌باشد. جامعه­ ی آماری شامل 302 خانوار گندم­کار می‌باشد. اعضاء نمونه‌ی آماری از بین 170 خانوار گندم‌کار دو بخش بیشتر آسیب­پذیر (قُرقُری) و کمتر آسیب­ پذیر (مرکزی) این شهرستان بر مبنای روش نمونه‌گیری طبقه­ ای تصادفی با انتساب متناسب انتخاب شدند. گردآوری اطلاعات بر مبنای داده ­های اولیه و با به‌کارگیری ابزار پرسشنامه ساختارمند بر اساس شاخص آسیب‌پذیری معیشت (LVI) صورت گرفت. روایی پرسشنامه به کمک پانل متخصصین تأیید شد. ضرایب کودر ریچاردسون برای سنجه‌های مورد مطالعه بین 0/52 تا 0/63 نشان از پایایی ابزار سنجش داشت. تحلیل داده­ ها با استفاده از نرم­ افزار آماری SPSS22 و EXCEL انجام پذیرفت. یافته‌های پژوهش نشان داد، میزان آسیب‌پذیری گندم­‍‌کاران بخش قُرقُری در سه بعد اجتماعی، اقتصادی و زیست‌محیطی در مقایسه با همتایان خود در بخش مرکزی بیشتر بوده است. بر مبنای نتایج، بخش قرقری آسیب ­پذیری بیشتری از حیث منابع آبی از بین سنجه ­های زیست محیطی و شبکه ­های اجتماعی از بین سنجه­ های اجتماعی داشته است. یافته­ ها نشان داد پایش آسیب­ پذیری، منابع و ارائه راهکارهای بالقوه سازگاری بر مبنای رویکرد عمل‌گرای پژوهش حاضر، ابزاری مناسب برای مواجهه با موقعیت خشکسالی در مناطق محروم است.

Hirmand County is prone to drought and has been impacted severely during recent years. The main focus of this paper is to investigate the vulnerability of Hirmand farmers caused by drought. Statistical population for this study were 302 wheat grower households resided in rural areas of two districts of the county, more drought-prone area (Ghorghori district) versus less drought- prone area (Central district). This study is based on primary sources of data collected from 170 farm households following a structured survey designed based on Livelihood Vulnerability Index (LVI). Questionnaire’s validity was confirmed by a panel of experts. The reliability of different scales which used in the study was measured by Kuder–Richardson coefficient which was ranged from 0.52-0.63. SPSS22 and EXEL software’s were used for data analysis. Results revealed that social, economic and environmental vulnerability of rural households resided in Ghorghori district were more in comparison to their counterparts in Central district of the county. Results suggest that Ghorghori district was more vulnerable in terms of water in environmental and social networks in terms of social vulnerability. Findings shed light on the appropriateness of this pragmatic approach to monitor vulnerability, resources and potential solutions to cope with drought situations in data-scarce regions.
